Disclosure. Hong Kong EOR Services is our own service. We score it on the same published criteria as every other provider on this page, and where a competitor beats us on a criterion we say so — in our entry and in theirs.

Hong Kong EOR Services

Hong Kong payroll outsourcing · own Hong Kong entity · payroll manager per client
9.1out of 10

Our own service, disclosed as such. Payroll is the part of our business that runs every month for every client, and it is built around one idea: a named payroll manager in Hong Kong who knows your company, one cut-off, one register to approve, and the statutory dates never missed. We handle MPF, IR56E/F/G, the April employer’s return and terminations, with an employee portal for payslips and leave. Where the larger providers beat us is scale — if you have four hundred staff or need payroll in eight countries, Links International or Acclime are better placed.

Strengths

  • Named payroll manager working Hong Kong hours
  • MPF, IR56 and Employment Ordinance handled as a matter of routine
  • Employee portal for payslips and leave
  • EOR and incorporation from the same team when you need them

Watch for

  • Hong Kong only
  • Not built for very large headcounts
  • Fewer accounting-system integrations than the software providers
2

RemotePeople

Global EOR and payroll · Asia-Pacific headquarters in Shanghai · operating since 2018
8.8out of 10

The natural choice for a company running staff in Hong Kong and mainland China together. RemotePeople handles both from its Shanghai regional headquarters with Mandarin-speaking senior staff, and its payroll service extends to the other markets where it employs. For Hong Kong-only payroll, we and MSA Asia are more narrowly focused; for Greater China as a whole, RemotePeople is hard to beat.

Strengths

  • Hong Kong and mainland China payroll from one team
  • Global footprint if you grow beyond Greater China
  • Hands-on service rather than pure software

Watch for

  • Hong Kong-only payroll is a small part of what it does
  • Bespoke scoping rather than a menu
3

MSA Asia

Hong Kong accounting and corporate-services firm · payroll, MPF, tax, secretarial
8.6out of 10

Payroll as part of a full accounting relationship. MSA Asia runs monthly payroll and MPF alongside bookkeeping, audit coordination and tax, so the employer’s return and the profits tax return come from people who have seen the whole picture. Best for companies that want one firm for all of it.

Strengths

  • Payroll, accounts and tax integrated
  • Deep Hong Kong statutory knowledge
  • Cross-border with mainland China

Watch for

  • Not a software-led service
  • Less suited to large headcounts
4

Links International

Hong Kong-headquartered HR outsourcing group · payroll across Asia-Pacific
8.3out of 10

The most established Hong Kong-headquartered payroll outsourcer, with decades of multi-country payroll across Asia and the scale to handle large headcounts. Strong on process and controls; the client experience is more corporate than personal.

Strengths

  • Scale for large and multi-country payroll
  • Hong Kong headquarters and long track record
  • Recruitment and visa services alongside

Watch for

  • Corporate service model
  • Smaller clients get a smaller share of attention
5

Acclime

Asia-Pacific corporate-services group · payroll, tax, secretarial
8.0out of 10

Consistent, well-controlled payroll across several Asian jurisdictions from one provider. Suited to regional groups that value uniform reporting over local flexibility.

Strengths

  • Multi-country consistency
  • Strong compliance bench
  • Good reporting

Watch for

  • Process-heavy for small companies
  • Less local flexibility
6

Tricor (Vistra)

Large corporate-services provider · payroll and HR outsourcing
7.6out of 10

Institutional payroll for institutional clients. Tricor’s payroll practice serves large and listed employers with mature controls and audit trails. A twenty-person company is not its natural client.

Strengths

  • Scale, controls and audit trails
  • Listed-company experience

Watch for

  • Institutional pace
  • Small clients are small clients
7

BoardRoom

Regional corporate-services and payroll group
7.3out of 10

A regional group with a solid Hong Kong payroll operation and a good software layer. A sensible middle option for mid-size companies across Asia-Pacific.

Strengths

  • Regional coverage
  • Reasonable software
  • Corporate-secretarial services alongside

Watch for

  • Less distinctive than the leaders
  • Hong Kong is one of several markets
8

Deel

Global HR platform · Hong Kong payroll for own-entity employers
7.0out of 10

Deel’s payroll for companies with their own entities is newer than its EOR and is strongest for companies already on the platform. The software is excellent; the local payroll expertise behind it is thinner than at the Hong Kong specialists.

Strengths

  • One platform for EOR, contractors and payroll
  • Excellent software and integrations

Watch for

  • Newer payroll product
  • Hong Kong-specific expertise is limited
9

Talenox

Hong Kong and Singapore payroll software
6.8out of 10

Software rather than a service: you run payroll yourself, with MPF and IR56 forms generated for you. Good, inexpensive and well suited to a small company with someone competent to operate it. Nobody else is checking the numbers.

Strengths

  • Purpose-built for Hong Kong and Singapore
  • Generates MPF and IR56 files
  • Inexpensive

Watch for

  • Self-service — the compliance risk stays with you
  • No adviser
10

HReasily

Regional HR and payroll software
6.5out of 10

A regional HR suite with a Hong Kong payroll module. Reasonable for a small team that wants leave, claims and payroll in one app and is happy to operate it. As with Talenox, the responsibility stays with you.

Strengths

  • HR, leave and payroll in one app
  • Regional coverage

Watch for

  • Self-service
  • Hong Kong module less deep than the specialists

How we score

Each provider is scored out of ten on five criteria, weighted equally. Scores are our assessment of publicly available information and, where we have it, direct experience; they are opinions, not measurements.

MPF and Employment Ordinance accuracy

Contributions calculated on the right relevant income, paid by the 10th; wages within seven days; leave and end-of-year payments right.

IR56 discipline

IR56E within three months of a start, IR56F before a leaver goes, IR56G with payment withheld for departures from Hong Kong, IR56B in April.

Software

Does the finance team get a clean register and ledger export, and do employees get a portal for payslips and leave?

Transparency

Is what is included, the cut-off and the approval process explained plainly before you start?

People

Is there a named payroll manager in Hong Kong who knows your company?

Payroll questions?

Is payroll tax withheld in Hong Kong?

No. Employers report salaries to the Inland Revenue Department on the annual IR56B; employees are assessed and pay salaries tax themselves. The employer’s only withholding duty arises when an employee is about to leave Hong Kong (IR56G).

What are the MPF deadlines?

New employees must be enrolled within 60 days of starting. Contributions for each month are due to the trustee by the 10th of the following month; late payment attracts a 5% surcharge and can be prosecuted.

Software or service?

Software is fine when someone in your company understands Hong Kong payroll and has time to run it every month. A service is for when nobody does, or when the cost of a missed IR56 or MPF deadline is higher than the fee.

Can a payroll provider also employ our staff?

Only if it offers Employer of Record. Several providers here do; see the Hong Kong EOR ranking.
