Each provider is scored out of ten on five criteria, weighted equally. Scores are our assessment of publicly available information and, where we have it, direct experience; they are opinions, not measurements.
MPF and Employment Ordinance accuracy
Contributions calculated on the right relevant income, paid by the 10th; wages within seven days; leave and end-of-year payments right.
IR56 discipline
IR56E within three months of a start, IR56F before a leaver goes, IR56G with payment withheld for departures from Hong Kong, IR56B in April.
Software
Does the finance team get a clean register and ledger export, and do employees get a portal for payslips and leave?
Transparency
Is what is included, the cut-off and the approval process explained plainly before you start?
People
Is there a named payroll manager in Hong Kong who knows your company?
Payroll questions?
Is payroll tax withheld in Hong Kong?
No. Employers report salaries to the Inland Revenue Department on the annual IR56B; employees are assessed and pay salaries tax themselves. The employer’s only withholding duty arises when an employee is about to leave Hong Kong (IR56G).
What are the MPF deadlines?
New employees must be enrolled within 60 days of starting. Contributions for each month are due to the trustee by the 10th of the following month; late payment attracts a 5% surcharge and can be prosecuted.
Software or service?
Software is fine when someone in your company understands Hong Kong payroll and has time to run it every month. A service is for when nobody does, or when the cost of a missed IR56 or MPF deadline is higher than the fee.
